Only a few weeks ago, a girl was found dead and dismembered. A box containing her body was discovered on the side of the road in a subdivision in Barangay De Ocampo.
According to reports, the body belongs to an incoming sophomore student at a state university. Further investigations show that she was raped and choked to death.
Days later, a suspect, also a student at the university, was arrested and believed to be the victim’s former boyfriend. According to police, he confessed to the killing but denied raping her. Based on an (earlier) PNP report, overall crime rate from July to November 2016 has gone down by 31.67% (against the same period in 2015).
However, murder/homicide rate tells a totally different story. Based on the same report, rate for murder and homicide combined went up by 39.91%. [Source: here]
At this rate and with the recent killing, do you think, it is time to bring back and allow death penalty?
