Eleazar stated that the assessment was based on past and current bitter competition among the candidates that could cause violence, contracting of private armed groups and other acts. These areas in Calabarzon were also known to be housed by the New People’s Army and other rebels.
Rosario, Tanza, Carmona, Maragondon and the cities of Trece Martires, Dasmariñas, Imus and Bacoor in Cavite were classified as areas of concern based on the records.
